Provincial Government
The Province of Ontario has a significant role and impact on the City of Ottawa and as such, they must be dealt with professionally. The way I describe the delegation of responsibility between the municipal and provincial government is that it is municipal is the item or service originates in or is expressly for the use of the residents of the City. The province provides services and funding which address the needs of multiple cities or communities. A sold rule of thumb is if the service is provided outside of the City of Ottawa limits. This means the province controls various items such as Landfills, highways, including all 400 series ones, some heavy rail services such as Go Transit/Metrolinx. The province also provides some funding for items such as social housing and infrastructure.
Some specific areas where the province has been and will be involved are the provision of Variable Message traffic signs [even North Bay has 2 on Hwy 17], the decision where to build a new IC&I landfill or the handling of garbage in general and the implementation of a Go Transit/Metrolinx type system between Ottawa and other communities such as Renfrew, Arnprior, Carleton Place, Smiths Falls and Cornwall as an example.
